I mailed my 2015 tax return in 2017 and the address given by Turbo Tax Dept. of the Treasury, IRS,Kansas City, MO 6499-0015 was returned to sender

Did you drop a 9 on the zip code?  The address is correct for mailing a tax return, Form 1040A, for a tax refund or have no taxes owed if you live in -

Alabama, Georgia, Kentucky, New Jersey, North Carolina, South Carolina, Tennessee, Virginia, Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, Missouri, New Hampshire, New York, Pennsylvania, Rhode Island, Vermont, West Virginia
