I made an overpayment to the IRS last year and received the 1099-INT for $16.03 from IRS. do I need to report and where?

Yes. You will need to include this on your return.
You can enter it by clicking the following:
Federal
Income
Show more next to Interest and Dividends
Start next to interest on 1099-INT
