I’m trying to with draw 5500 to pay for a car. I withdrew 1500 at atm and tried getting 4000 from a teller at the bank 4 times but my card was denied, so I went to Walmart and bought $1 items and

show your card to your auto dealer and ask them to run it through to see how much can be taken out when you go to buy the car.

There are limitations to withdrawals  ... log in and READ your cardholder agreement online in the HELP tab.
