I’m trying to pay my total 2018 tax due , is that a federal payment ? And will it be ‘personal’ and ‘1040 current tax return - tax year 2018’ ?

Yes, that is a federal payment.  You are absolutely correct, you will enter it as "personal" and 1040 for current Tax Return, Tax Year 2018".
