I’m trying to finish up my taxes and file but it’s saying I have to upgrade to Deluxe but when I agree it sends back telling me I have to upgrade to deluxe. Any ideas?

If you're using TurboTax Online, close the program, clear yourCache and Cookies and go back into the program.
Sometimes info gets 'stuck' and this will resolve your issue.
