Form 8582 is for reporting passive losses. They can be associated with rental losses or losses reported on a K-1 form you may have entered for an interest in a partnership or S corporation. Such losses can be carried over from previous years, so you may have had something on your tax return from a previous year that is creating a need for the form this year. Often, you can't delete the form because it is linked to other forms. It would be best to wait until the form is available to make sure your tax return is accurate.
I am having same problem. I am not doing deductions and just wanted to report a 1099 form income. Program generates this form that was filled in but then when going to file I am blocked because it says this form is not yet available.
