I’m receiving emails saying that TurboTax are going to discount an amount that I agreed to pay with my refund, but i didn’t receive it, so why they keep charging?

Not sure about your reference to a "discount"----did you choose to pay your TurboTax fees from your federal refund, which is taking abnormally long to arrive from the IRS?

 

Or was your refund seized to pay a debt you owed? if so, you signed an agreement that says TT can withdraw its fees from your account.  TurboTax would have sent several emails to you before they took the money out of your account.
