I'm married filing jointly with a MAGI of $173k, but i am not getting the IRA contribution deduction. I thought the 2019 limit for MAGI married filing jointly is $196k? ''

What type of deductions are you referring to?

yeesh, forgot to specify  - IRA contributions

I believe you are referring to the limits for a ROTH IRA. For a traditional IRA, the limit for married filers is $123,000 in 2019.
