I'm in VA and have contributed $8000 in 2023 to my 2 children's 529 accounts. I believe that it's deductible on my state return but can't find where to enter it?

As you walk through the preparation of your Virginia Tax Return, you will come to the screen Here's the income that Virginia handles differently.  Under Education, click Start next to Virginia College Savings Prepaid Tuition (Section 529) Plan.  Walk through the interview questions and enter the amount of your 529 contributions to your children's accounts.
