I'm getting a Estimated Tax Underpayment Penalty. I live in California (FEMA deadline extension) I made my first 2023 Est. Payment in Oct. Should I not be penalized?

I did not have Disaster damage personally, but understood that everyone in the San Francisco area received the deadline extension to October 16th.

I'm fairly sure that I am being penalized because I didn't make Estimated Payments in April, June and September.

I ended up requesting a Penalty Waiver from the Estimated Tax Underpayment.

This removed my penalty.
