I'm filing a W2 and 1099 MISC. Does withheld federal income tax from the previous year go towards the tax due? It just seems I should get a return on my W2.

Yes. Federal taxes withheld, reported in Box 2 of your W-2, are counted as tax payments for the current year.

The tax form you are filing is form 1040.

Last year, the IRS changed their withholding tables and direct employers to take out taxes that would match tax due, rather than great a refund.

It is now common for taxpayers to owe instead of receiving a refund. This would be especially true in your case because you have additional income from form 1099-MISC.
