I'm enrolled in ACA gov. health plan. I owe $1700 to IRS -Advance Premium Tax Credit too high for yearly income. Q. Can I offset $1700 apply purchase EV credit?

Yes, if you qualify for the EV Credit, this will offset your tax owed.
