I'm confused. My state return says I'm receiving $275. My federal says I owe $375. Turbo tax says I owe $77 for 2020. What amount am I supposed to pay?

Is $77 the amount of the TT fees?

No, actually. Here's the attached screenshot from TurboTax.

According to the screen shot you included you are getting a refund from the state of CA in the amount of $298.   But you owe the IRS $375.   The difference between those two amounts is $77----so that "summary" that is so confusing to you is telling you that once you pay the IRS and receive the state refund you come out $77 in the "red"-----or actually paying out $77 total.

But one does not pay the other.   You have to pay the IRS the federal tax due of $375.   And wait for the state to process your return and send you the $298.

And since you are not getting a federal refund, you have to pay any TurboTax fees before you file.

File the federal tax return and pay the amount owed as soon as you can---you have already missed the filing deadline and they are going to start charging you interest and penalties for being late.

If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.
