I'm an Ohio resident and work in Ohio. My W2 is blank in boxes 18-20. Do I enter a Box 20 code anyways?

TurboTax implies that I enter a "Box 20 Code."  But TurboTax also clearly stated, "if a box is empty on the W2, leave it blank in TurboTax."
