Contact the casino or gaming organization that you won from and request another copy.

If you aren't able to get a copy from them, you can log on to the IRS website at irs.gov, click "Sign In To Your Account" on the home page and then create an account.  Then you can pull your 2021 wage and income transcript.  That will have all of the information for all of the income you received for the year.

I did this, and the casino refused to provide a new one. Further, the information at the IRS does not have the full EIN for the casino. Putting in the EIN as shown on the transcripts caused an efile rejection.

Do I need to file with paper?

HELLO !!!!!   You do NOT need to enter the a W-2G  in the program at all  which means you don't need the EIN at all ...just  skip the W-2G entry screen  and use the NO W-2G entry section instead ... then you can efile the return.

I believe an EIN is only required if there was withholding.

True ... but if the casino did withhold taxes they should re issue the form or the taxpayer can get that info off an income transcript.
