I lived overseas from January to November of the year. I then lived in North Carolina for December. What would my "resident date" be?

Assuming that you are NOT an active duty member of the armed forces -

Your resident state as of 12/31/2016 would be North Carolina.  You would also indicate that you lived in another state.  From the dropdown for the other state, scroll to the bottom of the list and choose Foreign or US Possession.  Enter the date you moved to North Carolina from the foreign country.
