I live in Portugal and I'm having problems paying for the fees since my bank is here. I can't change the country to anything other than the US. How can I get around this?

You need a U.S. based bank account or credit card to pay your TT fees.   If there is somewhere that you can purchase one of those "reloadable" U.S. Visa or Mastercard debit cards, that would work.
