I live in outside of U.S. and do not have a credit card that has a U.S. billing address . I only have a credit card that does not have U.S. billing address. how am I going to be able to pay my fees?

To pay the TurboTax account fees you must have a US credit card with a US billing address.  If you do not have these then you will need to contact TurboTax support to make other arrangements.
