Louisiana and Arkansas do not have a reciprocity agreement so you will need to file both state returns.

You will receive a tax credit in Louisiana for the taxes you paid to Arkansas. So you will not be double-taxed on your income. It is best to do your non-resident state first (Arkansas) and your resident state (Louisiana) last to make sure the credit flows to your resident tax return.
