I live in Georgia. I have not received IRS refund for 2018.I called and was informed to submit form 3911. I sent my form to IRS Kansas/MO. Did I sent it to right address?

I heard we must hear back in 6 weeks but it has been over 9 weeks now. I am planning to send 3911 again but don't know where to send. These days, IRS phone doesn't connect to operator, no info on IRS website. Can someone help where Georgia Taxpayer can submit Form 3911 for lost refund check? or any other suggestion will be appreciated.

The IRS has not been processing any mailed documents for some time so that may be the reason you have not heard anything.
