I live in California and because of storms my taxes are not due until May 15th. TurboTax will not let me enter this date because it's past April 18th

I have done my federal taxes and owe an amount due.  Because of recent storms in my county my taxes are not due until May 15th (https://www.irs.gov/newsroom/irs-california-storm-victims-qualify-for-tax-relief-april-18-deadline-other-dates-extended-to-may-15 ) When I try to electronically submit my taxes via TurboTax it refuses to let me enter a date past April 18th. The IRS announced this change about a month ago so how long will it take for TurboTax to reflect this?

Sorry for the delay.  I've gotten TurboTax to look into your issue and hope to hear back from them soon.  If you are wanting to get your e-filing over with sooner rather than later, change from direct debit to mailing a payment.  You will then have a payment slip (or slips) to print and mail with your check(s) by the new deadline.  You can also pay directly at the IRS and the CA FTB website.  If the latter, be sure to pick the correct category, i.e. 2022 taxes, for where to direct the payment.
