I live in an apartment, My address has Westerville,OH as the city. I am not in Westervile city limts or westerville school district. Do i have to pay westerville taxes?

Even though my address has Westerville as the city I am not within Westerville city limits, not in westerville school district and I do not work in Westerville, but Westerville taxes are listed on my W-2. Am I entitled to a redund for the taxes taken out and if so how do I go about getting the redund?
