I keep getting rejected with this code Reject Code F8962-070 I heard it has to do with Market Place but I didn’t use that so any ideas how to fix this ?

Ok so I went and fixed all that but it’s still making me go back and fix the zeros. I only had coverage from September to December and it won’t let me put dates in there so how do I fix this?
