I just submitted my tax returns, Federal and State. Every year I have to pay to e-file state returns. This year i wasn't prompted to pay. Did that change this year?

I just e-filed our taxes using the Deluxe Turbo tax and we had to pay $24.99 plus tax for each State filing.... I was prompted to how I wanted to pay and directed to the intuit page to finish transaction.  So as far as I know Only the Federal tax e-file is free the state e-file (atleast for Ohio) was still charged.
