I JUST INPUTTED A FORM 1099-INT. BOX 15 REQUIRES AN "STATE." MY BOX 15 IS BLANK. IT APPEARS THAT TURBO TAX REQUIRES A STATE. THE STATE IS WA & NOT AVAILABLE ON THE FORM

Nine states — Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington and Wyoming — have no state income taxes.

As your state Washington has no state income tax, it isn't in the drop down menu of Box 15 of form 1099-INT. Just leave boxes 15 and 16 blank even if WA is listed in box 15 and box 16 is filled with an amount on your form 1099-INT.

I am having trouble with the 1099 INT box 15.  Mine is blank and I can't complete my taxes because TurboTax keeps circling back and won't let me complete them anyway.  Please help!!!

You need to leave boxes 15 through 17 blank if you don't have any tax withheld listed in box 17. If that doesn't resolve your issue, I suggest you delete the Form 1099-INT entry and re-enter in manually.
