As for out-of-state residents who worked in Arizona, individuals have to file a tax return reporting any income earned in the state that exceeds the amounts listed on the filing requirements stated in the instructions of the Arizona income tax returns. Individuals who do not meet these filing requirements, but have Arizona income tax withheld from their earnings, will have to file an Arizona return to obtain a refund of the withholding tax paid.

Double-check with your Payroll Department.
It is possible that your employer was withholding the wrong state tax and issued a second W-2 to move the state income reported in Box 16 to a different state or to change the state income amount to zero.
Perhaps they thought you lived in one of the previously listed reciprocal states.
Look at the W-2's, what is different?
Did your employer withhold State Tax (box 17) or local tax (box 19)
Are you a resident of Idaho?
Were you physically in Arizona when you earned that income or did you work remotely from Idaho?
