Are you using Online TurboTax?    After you enter the first 1099-INT, there are a couple of screens of questions about that 1099-INT, then when finished with that first one, you arrive back at an investment income summary screen.    Way down in the lower left (you may have to scroll down), is a button to "add investment" (or similar wording."   When you click that, it takes you to an import screen, but you don't have to import.   Just scroll down to click "Enter a different way."    On the next screen you can choose "Interest" and "Continue."   Then on the next screen you can scroll down and choose "Type it in myself."   That brings another 1099-INT entry page with all the boxes.

Search for 1099-int and use the Jump to 1099-int link to be taken to your summary screen.   From there, click on Add Investments.
