I have tried 3 times to do electronic submission on my return. It keeps rejecting my return because of a W2 that the IRS says they do not recognized.

The W2 is the result of a class action lawsuit settlement.  IRS rejection read they cannot recognize the EIN or the Company name.  I verified this data with the sender and they confirmed it is correct and maintain they have sent out a thousand of these and we are the first one they heard of  having a problem.  If I must submit a paper return do I include this W2 with explanation?

Yes, you can just attach a copy of the W2 that you are having trouble e-filing. A detailed explanation is not required but a brief summary of the issue on a cover letter will be enough.

Before you begin to take steps to mailing out your return confirm that it is Form W2 that you are attempting to enter into TurboTax. Unless the settlement was regarding a wage dispute, it is uncommon to receive Form W2 for income received on a settlement. Usually this is reported with Form 1099-MISC.
