I have read about submitting a form 1022 along with my tax return for this years filing due to a penalty waiver as temporary relief. Will turbo tax file this for me?

Form 2210 is for penalty waiver.  Yes, you can submit this through TurboTax. 

If you are subject to a penalty, you will need to click Federal>>Other Tax Situations>>Start next to Penalty Waiver then walk through the steps to fill out the form to see if you can be exempt from the penalty.

I mean form 1022 for not being able to work due to non filing this past years.

There is no such IRS Form 1022.

If you did not have income then there was no need to file a tax return so there is no penalty for not filing a tax return.

Will you file it for me form 1022;for not filing in the past years. I also need to file a 1022 for my stimulus that I didn't receive that my tax specialist required me to get so I can get my past money of 600 , 1200and 1800 that was said to be in my receipt. That will really kick me up for past stimulus checks for filing this yr. Onna Doizer
