I have multiple 1099-R and efile with PA. These are all qualified plans thus no PA taxes. Do I still need to send these to PA when sending my check

No. 

If you are only sending a check as payment with a voucher, (you e-filed the return)  no, the 1099-R's are not included with the payment.
