Some states have stricter requirements to e-file a state return. If your state requires a DL or state ID and you do not have one, then your other option is to print, sign and mail your state return.

Some states let you order/arrange a duplicate by logging on the DMV website for that state, paying online and getting it by mail without going into a physical DMV site....especially during COVID..many these DMV locations have severe limitations and require appointments weeks in advance.
While I can't speak for the state, on the federal side on that screen asking for your license information, there is a checkbox to indicate you don't have one. Select it, and so long as you know your 5-digit e-filing PIN (it may already have been imported from last year's return) you should be able to e-file at least the federal return.
