Yes. This is just a guide to help ensure that you have enough withholding to cover your tax obligations. You may have taxable income from other sources that you want to make sure is covered. It is not a be all and end all law, but a way to help determine a safe withholding amount.
There are some that say that you're giving the government an interest-free loan until your refund. And then there are others that appreciate a bigger refund that only costs a few dollars a paycheck.

I had received an informational email from my employer about a new Tac Cuts and Jobs Act enacted in 12/3017, and they recommended everyone review their withholdings because people may withhold too little and face unexpected tax bills and potential penalties in 2019. I don't blame you. The new tax law and what to expect is the great unknown. One thing to think of is that when a husband and wife both claim M1 or M2 each employer is taking out considering only one income. When you put two incomes together, you may be talking a higher tax bracket. We always each claimed S-0. YMMV
