I have a W2 for caregiver wages (IHSS). Line 1 on the W2 is zero, because the wages are on line 12 with an exempt code. But turbo tax won't let me efile due to IRS Rules

Yes, you can, since you can't eFile a return with a Form W-2 that has $0.00 in Box 1.  This will save you from having to print and mail your return.

The $1 in Box 1 won't exactly match IRS records, but the difference is too small to raise any eyebrows.
