I have a regular job and get a w2. I also have 1099 income from the government job I also do. Can I get a 199a deduction for the 1099 job?

It depends.  If the 1099 job is the same employer as your W2, the answer is probably not.  The IRS is not allowing those who receive a 1099 from the same employer from whom they receive a W2 to claim the Section 199A deduction unless they can prove that the contract work was totally unrelated to their employment.

However, if your 1099 job is separate from your employer, and you are working as a self-employed individual (claiming this income on Schedule C), you likely will qualify for QBI.  Please see this FAQ for additional information to enter this into TurboTax to determine your deduction:   https://ttlc.intuit.com/replies/7036528
