I have a notarized document giving me guardianship of a boy. Does this count as a foster/my child

He has lived with me since the beginning of June 2024

That depends on the type of guardianship he was placed under. if you have legal guardianship of a child, you can generally claim them as a dependent for tax purposes, if they were placed with you by an authorized placement agency or a judgment, decree, or other court order.  If your guardianship is informal, than he would have to qualify as a "qualifying relative" to meet the dependency test.
