I have a lapse of 3 months coverage for health insurance because of starting a new job. Am I penalized for that?

Yes, you will be subject to a penalty, unfortunately.  The gap in coverage has to be " less than three months in duration" . If you’re uninsured for three or more months, you’ll pay a penalty for the full duration of the gap.
