I have a 1095-A that I uploaded from healthcare.gov ; TurboTax will not let me file because there are $0.00 for 9 months. What can I do for TurboTax to accept the $0's?

Leave those entries as blanks.  The zeros aren't necessary for the program to calculate but they will cause the error you are seeing.  You may need to retype in the entries manually if the upload won't allow an edit.
