Wisconsin income was only a small portion of Federal income, so federal underpayment penalty does not apply. I do not usually file WI taxes as my WI income is usually well below the limit.
If there is no underpayment penalty, why do you need to include Schedule U with your WI return? Did you enter your estimated payments into TurboTax?

I did enter my WI estimated tax payments into Turbo Tax, and they are reflected on form 1NPR. WI DOR sent me a letter saying that without sched U they assumed that income was received evenly throughout the year. They reduced my refund by the amount they calculated for underpayment interest. I did not have enough WI income in 2023 to pay taxes, and until December, I did not expect to have enough in 2024. Income rec'd 12/16 and est taxes (more than final amount due) paid 12/26/24. I need to file WI sched U and update 1NPR to indicate that. No other amendments to Federal, Virginia or Wisconsin forms are needed.
The desktop version allows you to switch to forms mode and open it. For the online version, I can only think of putting something in or taking something out to force the form to appear. Once you have it filled in, you should be able to undo and have a correct return. My first guess would be to try removing most of the tax paid to get the underpayment to show.
