You cannot file twice. If your tax return was actually filed already then you cannot file again. Not sure what you mean when you say you have not "signed off on the scanned taxes."
If your 2021 tax return has been filed then any other attempts to e-file will be rejected. If your return was NOT filed by the AARP service then of course you are free to prepare your return elsewhere.

Yes, two organizations can prepare your return, but only one can file them. Make sure that they have not been filed before beginning them again.
