I got a catastrophic health plan for several months in 2016. do i still have to pay the health penalty since it was not aca complaint?

Yes, you still have to pay the penalty.

Because catastrophic health insurance is not ACA compliant, it doesn't count as health insurance coverage for the purposes of the Affordable Care Act.
