I fixed my rejected tax return which I e filed with turbo tax. I hit admend then went back to form to fix. Turbo tax will not file my taxes or allow me to print.

You should not go anywhere near the word "amend" if you were only trying to fix a rejected e-file.   You only use "amend" for a return that has been filed, accepted and fully processed by the IRS --- when you need to make a correction or add information.
