You have to go to Step 2 in the FILE section.

HOW TO CHANGE OR ENTER BANKING INFORMATION FOR REFUND

You cannot  change banking information while your return is in pending, nor can you change it after the return is accepted.  The IRS does not allow it.

If you have not filed yet, you can change your bank information.

To change your bank account information, follow these steps provided by TurboTax:

  1. Open or continue your return.
  2. Select Review & File.
  3. Select Start or Revisit or Continue next to Step 2 Your refund/payment info.
  4. Select See all options on the Get your refund up to 5 days early screen.
  5. Choose Direct deposit and follow the onscreen instructions.

As Xmasbaby0 mentions above, if the IRS has accepted your return already, you won't be able to change your bank and routing number for your tax refund.

What Will Happen If?

  • If the info you provided is for an account that has closed or is not a valid account, the IRS will mail you a refund check.
  • If your return is rejected, you can update your account  along with any issue that needs to be corrected. Open your return in TurboTax and go through the File section again to update your bank account before resubmitting your return.
  • If you entered a valid (but incorrect) account number that doesn't belong to you, you don't have to worry. Most banks won't deposit tax refunds into accounts where the names don't match. You can call the IRS to stop the direct deposit if your return hasn't been posted to their system yet. But for security reasons, the IRS can't reroute your refund to a different bank account, so they will mail you a check via the mail.
  •   If you entered an account number that is yours but you wanted to use another account, you can check Where's My Refund? to see if the return has been posted to the IRS. If it hasn't been posted yet, you can contact the IRS directly at 800-829-1040 and ask them to stop the direct deposit and mail you a check.

It will look something like this:
