I filled out my state tax return fully to my knowledge, for some reason it's saying incomplete and won't let me file?

This is most likely because the state forms are not yet ready for filing. 

Please check out the table below for an estimated date of when they should be ready.  You'll have to come back at that time and go through the filing steps again.
