I filed with hrblock but return was rejected can i refile using turbo tax

Yup Absolutely you can File using Turbotax. The following link gives the definition of rejection:

Can I file a corrected return using TurboTax Desktop version instead of TurboTax Online version which created return with incorrect information?

Yup you can. there is no difference between turbotax online or desktop version.
