I efiled my federal 1096 and 1099. but do I need to send a copy to the state?

No, not If you  successfully.  Only if e-filing was not an option for you or you were mailing in your FULL return would you be required to MAIL in a copy of all forms you have received..  The IRS has copies of all the forms you have to do your online filing.  They do not require you to send anything to them after you have E-FILED.  I would make copies of everything, however for you own person records  Hope this helps.
