I earned $0 income in 2022 and don't plan to file a tax return. Won't the IRS be suspicious? Should I still file a $0 tax return?

If you have no income you do not need to file a tax return.   No, the IRS will not be suspicious.   They do not necessarily love receiving zero income tax returns to process.

While I am no expert, sometimes you can get a tax credit for some things even though you don't owe taxes. Also, depending on which healthcare plan you have, there might be a tax credit for that. 

 

Besides that, it does look a bit suspicious, but if you have money saved for your expenses, then why should the IRS be concerned?

If you have a 1095A for marketplace insurance you can file a tax return, and use the allowed "trick" of entering one dollar of interest as income so that you can e-file.   As for other refundable credits---there are no refundable credits for 2022 if you had no income from working.  The very generous tax laws that gave those to you for 2021 have changed.
