I e-filed my taxes. Turbo Tax had me print a voucher to send a check to pay the Fed IRS portion that I owe. I filled out my banking information to do an electronic payment. do I still need to mail them a check?

No, if an electronic payment was set up then you do not also need to send a check for the same balance due.
