I just e-filed my 1040 Individual tax returns using Turbo Tax Deluxe.
Need to sign: The electronic instructions for filing says to "sign and date Form GA-8453 within 1 day of acceptance," but the online version would not let me sign this before e-filing.
The only signature (5 digit signature ID) the online version asks is for your consent that everything is truthful to the best of your knowledge.
Do Not Mail: It says to not mail a paper copy of my tax return.
You are absolutely correct - if you e-filed you should not mail your tax return in!
Even if you e-file, there are some states that require that you print out one of their forms and sign it when you e-file. That Form GA-8453 will be part of your printed state tax return. So if you print out your state return, that form will be part of the package. Once you print it, all you have to do is sign it and hang on to it. You do not need to mail it to the state.

Thank you very much for your response. I will sign it once I get notification of the acceptance of my state filing (24-48 hours). The filing could always be rejected, so I guess that is why they tell people to wait to sign this e-file form no later than 24 hours after they provide a decision.
