If you mean that you did not have medical insurance, I recommend returning to the health care section of your tax return to double check the entries. If this form is truly not needed, then follow these steps to delete it:

@vbullara This is a public internet forum, so we are not able to access your TurboTax account. Just to clarify, are you receiving a message stating that you are not able to file your tax return because you need form 3853, even though you have deleted it?
I deleted form 3853 from my return however it is still popping up as a problem when I review my taxes before hitting submit. How do I get rid of it?
If you have entered information from a Form 1095A this form will not delete. Form FTB 3853 Health Coverage Exemptions and Individual Shared Responsibility Penalty. Use Form FTB 3853 to determine if you owe an individual shared responsibility penalty or to claim exemptions from the state individual health coverage mandate on your California state tax return.
I used a 1095-B and inputted what was required but now I'm stuck with being asked for a 3853 form right before filing my taxes....Given the answers above, I'm still lost. How am I supposed to enter a Exemption Certificate Number if I can't find one. Where am I supposed to go? Deleting a form isn't the right answer obviously but I haven't received ANY information of a 3853 form. Please explain thoroughly.
You do not need to enter a 1095-B, only a 1095-A. If you entered this information into the area where it asks about a 1095-A, you will need to delete that form as well. Once you have that deleted, you will be able to delete the 3853.

I don’t have the form at all. I’ve tried deleting the form and it won’t delete. I can’t submit my taxes because it keeps saying it’s incomplete.
Go into your California State tax section and review your healthcare answers. See 2020 California Form 3853 Health Coverage Exemptions
Go and double check your healthcare in the state section. Make sure you dont check the where it says califonria marcketplace because it says it will ask for a exemption code.
Double checked, said no I didn't recieve form, AND I deleted the form in Tax Tools and it's still a problem.
I guess I'll just ask for an extension while this stupid glitch is fixed.
where it asked about which months you where insured. It shows you a calendar. Double check that you didnt check the one that sys "california marketplace(you will need a exemption code" or somthing. Uncheck that one . The form is not required.

Back track all the way until you see the health insurance questions. There it askes if you were insured, for which months you, were not. Just uncheck. Double-check that you didn't check the one that sys "California marketplace" Thats all i remember im waiting to do mine this year as well

I know I'm commenting on an old message but I wanted to reply to this message in case someone is looking for the answer like I was. I was on a call with a client for an hour trying to figure out why her California return kept showing error message on Turbo tax. She couldn't get past that screen. Problem: Turbo tax was asking her to input an ECN (Exemption Certificate Number). Client never had one. To get past that screen you must first go back to the area in Turbo tax where they ask about your Health Insurance. Start from that very first screen where it asks you if you have insurance. Once you choose NO then turbotax wants to know why. Choose an option like "Not affordable because too expensive from my job", whichever is your reason. THEN! This next area is what messes us up and causes the review error. The section that mentions "Exemptions Granted by the marketplace". Do not check ANY of these boxes if you did not go online and file officially for an exemption and they sent you an ECN. If you check any of these boxes and you do not have an ECN, Turbo tax will require you to enter a ECN code and you will be in the circle of ERROR hell. You will keep trying to get beyond error review and it won't let you because you don't know what to put in the ECN area. You don't have one! Leave ALL these "Exemption" boxes unchecked. Then keep going until you get to the screen that asks which months health insurance was not affordable for you. Check them all from January to December if this is true. Then you will get a message saying congratulations you don't have to pay the penalty. You leave the circle of hell and can move on.
Hello everyone, I come bearing answers for all those looking!!! (THIS IS HOW YOU FIX THE NO ECN NO 3853 BEING ABLE TO DELETE ISSUE) My cx had an issue she had to ECN number to add and accidently had that part added to her return because she answered an insurance question at the beginning incorrect when she in fact had no insurance at all. There was no way to delete it at all. We had to answer yes to the 1095A even though it gives options to put no 1095a You have to select yes and continue and fill out the rest of the form with random numbers and for it "add 1095A" once you get to the end where it shows its added, you can then go to your tools and delete form 1095a then check the forms and 3853 should be gone and if not you can manually delete it after as well and it will finally save and ECN problem gone!!!!! Your welcome 🙂
