I do not owe to the IRS. May I file after April 15th, without any penalty? Will I be able to still file after the 15th?

You can still file your return after April 15, 2019, you can e-file until October 15, 2019, after that date a return must be mailed. There is no penalty for filing a late return if you are due a refund.
